Ballot referendum

JEFFERSON CITY, Mo. — In a suit arising from a ballot referendum campaign, the Missouri Supreme Court upheld a ruling that invalidated sections of a state law that prohibited the collection of petition signatures before the secretary of state certified the measure’s “official ballot title.”
