ST. PAUL, Minn. — A federal court in Minnesota granted a preliminary injunction to voters and political committees that prevents the enforcement of a ballot order statute that requires major political party candidates to be listed on the ballot in reverse order based on the average number of votes that their party received in the state’s last general election.
