DENVER — Front Range Nesting Bald Eagle Studies brought a federal complaint under the Bald and Golden Eagle Protection Act for the “incidental take” permit issued by Interior Secretary Ryan Zinke, which allows a 16½-acre housing development within 200 yards of a breeding pair of bald eagles.
