FRESNO, Calif. – A federal judge granted partial summary judgment Friday to the city of Bakersfield, California, finding no excessive force or inadequate training in the killing of an unarmed 73-year-old man with dementia by police. The court did not address wrongful-death claims filed by the man’s family.
