Bad petition

CARSON CITY, Nev. (CN) — The Nevada Supreme Court sided with a lower court that kept an initiative petition for constitutional amendments off the ballot. The proposals sought to allow parents to pay for their kids’ education outside of the school system, but required appropriations without providing funding and obscured the goal from signatories.
