WASHINGTON — A federal court in Washington struck down the Trump administration’s changes to the U.S. Citizenship and Immigration Service’s asylum-determination training manual titled “Lesson Plan on Credible Fear of Persecution and Torture Determinations,” finding its provisions are “manifestly inconsistent” with the Immigration and Nationality Act.
