OAKLAND, Calif. – A federal judge on Monday dismissed a lawsuit against the Federal Emergency Management Agency over its funding of a fire-prevention project at the site of the 1991 Oakland Hills firestorm, finding the settlement of a companion lawsuit mooted environmentalists’ claims.
