A federal judge refused Arizona’s request to terminate monitoring of its maximum security prison units, finding the state’s arguments “must be viewed with a heavy dose of skepticism” and “make little sense;” for instance, “routinely offering outdoor exercise to sleeping prisoners during typical sleeping hours” does not actually offer them out-of-cell time.
