Ambulance Cheats Face|Long Prison Terms

LOS ANGELES (CN) - Owner-operators and a supervisor of L.A.-based Alpha Ambulance each face up to 10 years in federal prison after pleading guilty to conspiring to commit $13 million in health care fraud.

Pleading guilty Monday were Alex Kapri aka Alex Kapriyelov, 56, of West Hollywood; Aleksey Muratov aka Russ Muratov, 32, of Burbank; and Danielle Hartsell Medina, 36, of Corona, the U.S. Attorney's Office said.

Kapri and Muratov were owner-operators of Alpha Ambulance, and Medina supervised training there. The defunct company specialized in nonemergency transportation of Medicare patients, primarily dialysis patients.

The three provided ambulance services to Medicare patients who did not need it, altered paperwork to conceal the patients' true medical conditions, and submitted fraudulent claims to Medicare.

They intensified their fraudulent alteration of records when Medicare told Alpha it would be audited, prosecutors said.

Alpha submitted more than $49 million in Medicare claims and was paid more than $13 million.

The defendants will be sentenced on Feb. 24, 2014.
