WASHINGTON (CN) - The Minerals Management Service of the Interior Department seeks comment on proposed regulations for allowing the use of seabed in the Outer Continental Shelf for production of alternative energy sources.

The proposed regulations state that the MMS will protect the environment and others' rights to the sea and seabed while granting leases, easements and rights of way to it.

Under the proposed rule, nearby coastal states are to share in the revenues for the projects in certain areas of the Outer Continental Shelf. The rule would describe the methods for identifying which projects are covered, which states may receive shares of the revenues, and, if two or more states are eligible to receive revenues from the same project, for allocating the appropriate share to each eligible state.

Any comments must be submitted to MMS by Sept. 8.
