WASHINGTON (CN) - Owners of facilities that emit air pollution no longer may use "credits" from particular nearby low emission sites to offset their extra smog creation.

The U.S. Court of Appeals for the District of Columbia Circuit threw out this part of the Environmental Protection Agency's air quality regulation, and the EPA seeks to replace it with a rule in which the area tested for emissions remains constant, and the whole spot must pass the EPA's national ambient air quality standard.
