SOCIAL SECURITY, ATTORNEY FEES - Shafer unsuccessfully sought attorney fees after a she obtained social security disability benefits in the lower court. The 9th Circuit found that the district court erroneously denied Shafer's motion for attorney fees because the government's defense of the procedural errors in the administrative law judge's opinion was not substantially justified. Reversed.
