CONSTITUTION, GOVERNMENT - In the 9th Circuit, California Pro-Life Council loses its challenge of provisions of California's Political Reform Act, including the Act's definition of "contribution" and the recipient committee requirements imposed on a multi-purpose organization, such as California Pro-Life Council.
