9th Circuit

IMMIGRATION, EVIDENCE - During an asylum hearing, the immigration judge refused to consider an immigrant's documents from the Armenian government because they had not been authenticated by the government. The 9th Circuit found that an immigration petitioner may authenticate a public document by any means established, so long as it's consistent with the Federal Rules of Evidence. See ruling.
