9th Circuit

PROPERTY, CONSTITUTION - Honolulu passed an ordinance that allows condominium lessees to use the city's power of eminent domain to convert their condos to fee interests. The 9th Circuit rejected the lessees' claim that the reserved powers doctrine bars the city from repealing the ordinance. See ruling.

IMMIGRATION - The 9th Circuit found that a California law that prohibits leaving the scene of an accident resulting in bodily injury or death is not categorically a crime involving moral turpitude for immigration purposes. See ruling.
