5th Circuit

INSURANCE - Louisiana Insurance Commissioner James Donelon challenged the constitutionality of a state law regulating which individuals may operate insurance businesses. The 5th Circuit ruled that Donelon lacks standing to challenge the law because, as a state agency director challenging a state law, he is effectively suing himself to ensure that state law conforms to his opinion of federal law.
