3rd Circuit

ZONING - The Lighthouse Institute for Evangelism claimed the city of Long Branch violated a provision of the Religious Land Use and Institutionalized Persons Act by barring it from using property as a church or for charitable programs. The 3rd Circuit found that although the city did not violate the equal terms provision, the plaintiff's claims for damages were not moot. Vacated in part. See ruling.
