Securities Fraud

ATLANTA — The SEC claims these defendants defrauded people of $775,000 in a prime bank scheme: Jeffery D. Smith dba Atlanta Capital LLC adba Capital Funding LLC; Joseph Carswell dba Atlanta Capital Funding Inc.; and Michael W. Fullard, in Federal Court.

Smith, 35, lives in Lithonia, Ga. The SEC also spells his name Jeffrey in the complaint.

Carswell, 47, lives in Marietta, Ga.; Fullard, 47, in Myrtle Beach, S.C.

None has ever held any professional licenses or been associated with a registered broker-dealer or investment adviser, according to the SEC.

Nor, the SEC says, can it find any proof of the LLC's or Inc.'s legal existence.
