Murder Is Torture

While a man’s past life as a gang member in El Salvador isn’t enough to protect him from deportation, a Ninth Circuit panel ordered immigration officials to reconsider a judge’s finding that the man’s likely murder if returned isn’t enough to halt removal under the Convention Against Torture.
