City Says State Illegally Seized Its Ferry

FAIRFIELD, CALIF. (CN) - The bill that created The San Francisco Bay Area Water Emergency Transportation Agency unconstitutionally allowed the Agency to seize the City of Vallejo's ferry system and other property without compensation, Vallejo says. It claims the State of California also illegally seized parking lots and bus feeder systems, inflicting more economic hardship upon an already hard-pressed city.

Senate Bill 976 took effect Jan. 1. Vallejo claims it created additional economic hardship for the city, as the owner of the ferry is demanding payment in advance because of the ownership dispute. Vallejo claims the state is interfering with its contracts with numerous commercial partners, concessionaires and leaseholders.

Vallejo demands an injunction and compensatory and punitive damages, in Solano County Court.
