The California Native Plant Society sued San Diego County for approving a 2,135-home development in Twin Oaks Valley north of San Marcos, a fire-prone undeveloped area described in the Superior Court complaint as “one the last remaining large blocks of habitat west of I-15 … a new population roughly the size of the City of Del Mar.”
