SADDLE RIVER, N.J. (AP) — The town council in Saddle River, New Jersey, will vote March 18 on whether to impose fines on dog owners whose pets bark, howl or yelp for more than 20 minutes between 7 a.m. and 10 p.m., or for more than 15 minutes between 10 p.m. and 7 a.m.
